Test Tube Titans (2020) is a fighting game where you create monsters in a lab, before taking them into the city to wreak havoc. It is intentionally awkward to control your monster's legs and arms, which adds an incentive to create different types of creatures.
Play involves, selecting a type of titan monster. You then select an amount of radiation to mutate the monster. Finally, you select the one that you like. This process can be repeated as often as you like to slowly evolve the perfect monster -- or at least one that you can make walk in the right direction.
As you progress you realise that you need to consider how you balance different stats of your monsters. Each creature you create is different to control and has different abilities. You could create a super heavy monster that has more momentum, but if you're not careful their legs won't be strong enough to take the weight.
This monster creation is matched by the procedural destruction of the cities. The buildings and architecture all destruct in detailed ways (cars explore, skyscrapers topple) that make it as enjoyable to bring the city tumbling down as creating the monsters. If you want you can create your own city to destroy or use the monster creative mode to make a custom titan from scratch.
